What the code on your letter means

The code is printed in the upper-right corner of the notice. Find yours below. These are the real timeframes the IRS works from.

CP14

Balance due — the first bill

The IRS has assessed tax you have not paid. This is the opening notice in the collection sequence, not a levy.

Payment or a response is requested within 21 days of the notice date.

CP504

Notice of intent to levy

An unpaid balance has moved further into collections. The IRS states it may seize a state tax refund and begin the process of levying other assets.

Typically 30 days from the notice date before the IRS proceeds to the next step.

LT11

Final notice of intent to levy and right to a hearing

This is the final notice before wages, bank accounts, or other property can be levied. It also grants the right to request a Collection Due Process hearing.

30 days from the notice date to request a hearing, which generally pauses levy action.

CP90

Final notice — levy and hearing rights

Functionally the same standing as an LT11: a final levy notice carrying Collection Due Process appeal rights.

30 days from the notice date to file the appeal request.

Timeframes run from the date printed on the notice, not the date you opened it. If a deadline has already passed, options usually still exist.

What can actually be done

These are the real programs the IRS administers. Which ones apply depends on your filings, income, and assets. No outcome can be promised before that review.

  • Installment agreement

    A formal monthly payment plan with the IRS. Interest and some penalties continue, but active collection generally stops while the agreement is in good standing.

  • Offer in compromise

    A settlement of the liability for less than the full amount, based on documented income, expenses, and asset equity. Acceptance depends entirely on the IRS's own financial standards and many offers are rejected.

  • Currently not collectible status

    If paying would leave you unable to cover basic living expenses, collection can be suspended. The debt remains and is reviewed again later.

  • Penalty abatement

    Penalties — not the underlying tax — may be reduced or removed for first-time compliance history or documented reasonable cause.

  • Unfiled return compliance

    Missing returns are prepared and filed. Most resolution options are unavailable until filings are current, so this is often the first step.
